Silver Plated Sugar Dispenser / Measure

This is an unusual patented silver plated sugar dispenser made by Elkington. Marked to the base with the patent number 408295 Monarchy plate item number 33392. The top removes, is then filled with sugar to the level of the plate inside. To dispense the sugar the top is depressed and the sugar comes out at the base in a controlled quantity. Does it work, yes it does I tried it out with granulated sugar.
